less than one in ten Massachusetts voters use child care, the Campaign
and its volunteers across the state have had
to dramatically increase both awareness of and support for publicly-funded voluntary
high-quality early education for all children and families that desire it. We have successfully "tipped" the
issue in the minds of opinion leaders, policymakers, and the voting public:
