EEA FY09 Budget Recommendations

 

 
   

Each year, the Early Education for All Campaign makes a series of budget recommendations to the Governor and State Legislature. The following investments in young children and families were achieved in the Fiscal Year 2008 (FY08) state budget.

Final FY08 Budget
- Massachusetts Universal Pre-Kindergarten Program (MA UPK) – (3000-5075) – $7,138,739 ($2.5 million increase over FY07) for a grant program to improve the quality of and expand access to pre-kindergarten programs for children age 2 years and 9 months to kindergarten eligibility, to be delivered through a mixed system of public and private providers.

- Kindergarten Expansion Grants – (7030-1002) – $33,802,216 ($6,802,216 increase over FY07) to provide ongoing grant awards for quality enhancement of existing full-day kindergarten classrooms and to encourage the transition of half-day classrooms into full-day kindergarten classrooms.

- Early Educators Scholarship Program – (7070-0065) – $4,000,000 ($1 million increase over FY07) for scholarship funding for early educators pursuing higher education degrees.

- Subsidized Provider Rate Reserve – (1599-0042) – $7,000,000 ($7 million increase over FY07) to improve the quality of early education and care programs by increasing reimbursement rates, for programs that serve subsidized children.

- Head Start –­ (3000-5000) – $9,000,000 ($500,000 increase over FY07) for Head Start programs, including Early Head Start.

- Department of Early Education and Care – (3000-1000) – $250,000 for a plan to develop a Quality Rating System for early education and care programs participating in MA UPK.
